For example, a foal born in California from a mare that remains in the state to be bred back to a California stallion is eligible for Cal-bred status. This encourages mare owners to keep their horses in California, strengthening the local breeding industry. Why is California’s Breeding Ecosystem Thriving?
California’s thoroughbred breeding program is supported by strong incentives and state policies, making California-breds central to racing in the state. Since 2014, they have made up roughly 45–50% of all starters at California race meets. The state’s commitment to its breeders is evident in the California Breeders and Owners Award Incentive Program, a fund (around $10 million annually) administered by the California Thoroughbred Breeders Association (CTBA) to reward participation in breeding. State law also requires every racetrack to offer at least one race per day for California-breds, ensuring ample racing opportunities. Additionally, 15% of the state’s wagering-funded awards pool is paid out as annual bonuses to Cal-bred owners, providing extra added income beyond purse winnings.

Exclusive Stakes Series: California-breds have an entire stakes series dedicated to them. In recent years, there have been dozens of state-restricted stakes (e.g. around 37 stakes totaling over $5.5 million in purses in one season) that are limited to Cal-breds. This Golden State Stakes series gives local breeders and owners a shot at lucrative purses without having to ship horses out or face the deepest out-of-state competition.
Open-Company Incentives: Even when Cal-breds step up to race against open company (horses bred anywhere), they enjoy built-in rewards. In Southern California, a Cal-bred earns a 30% purse bonus on top of the announced purse when racing in an open allowance or other qualifying race. For instance, after a Cal-bred clears the state-restricted allowance condition, its first-level open allowance could be for a $97,500 purse instead of $75,000 due to this bonus. Additionally, if a Cal-bred wins a graded stakes race outside California, the owner can collect up to $165,000 in extra bonus awards as a reward for showcasing California breeding on the national stage.
These incentives highlight the “Cal-bred advantage”. They not only cushion the costs of racehorse ownership but also encourage competition. Owners can pursue restricted races for easier wins and still collect substantial bonuses when competing in open company. The financial benefits are significant enough that campaigning a Cal-bred is considered a “sizable financial advantage” that California owners are eager to maintain and expand.
Cal-Breds Succeeding at the Highest Levels
California Chrome winning the 2014 Preakness Stakes. California Chrome, a horse bred in California from a modest pedigree, is a shining example of a Cal-bred stallion who achieved superstar status. In 2014, California Chrome captured the Kentucky Derby and Preakness Stakes and later earned Horse of the Year honors. His remarkable success dramatically changed the perception that California-bred horses were inferior to Kentucky-breds.
